Who must submit the SGAC

ICA says all travellers must submit the SG Arrival Card with electronic health declaration before arriving in Singapore 1. That includes holiday visitors 1.

Singapore citizens, permanent residents and long-term pass holders who arrive by air or sea submit the health declaration part 1. Long-term pass holders include holders of the Student's Pass, Dependant's Pass, Long-Term Visit Pass and Work Pass 1.

Who does not need it

  • Travellers transiting or transferring through Singapore without seeking immigration clearance 1.
  • Residents (citizens, permanent residents and long-term pass holders) travelling through Woodlands and Tuas Checkpoints 1.

When to submit and what it costs

Submit the SGAC within 3 days before arrival, counting the day of arrival 1. ICA's example: if you arrive on 30 June, you can submit from 28 June 1.

Submission is free of charge 1. ICA says it does not support or endorse commercial services that submit the card for a fee, and they are not affiliated with ICA 1.

How to submit

Use the SGAC e-Service or the free MyICA Mobile app from the App Store or Google Play 1. The ICA page links to the e-Service, which opens at https://eservices.ica.gov.sg/arrivalcard 1.

You get an acknowledgement email after a successful submission 1. At the immigration counter you present your travel document 1. If your health status changes, update it with the Update SGAC feature 1.

Validity

ICA describes the SGAC as the electronic version of the paper disembarkation card that replaced the white card from 27 March 2020 1. Group submission covers people travelling together on one trip, not several trips 1. Submit a new card for each trip 1.

ICA warnings about paid websites

ICA says it is aware of commercial entities and websites that charge for SGAC submission. It says submission is free and should only be done through ICA's official channels 2.

ICA has received reports from travellers who were charged a processing fee on such sites, when the same submission on ICA's e-Service would have been free 3. Official ICA web addresses always contain ".ica.gov.sg" 3. ICA asks the public to report fake sites to the Police anti-scam helpline on 1800 722 6688 3.
